Attend a Panama Condo Meeting From Abroad

Short answer: Owners who live abroad can take part in a Panamanian condo (P.H.) owners’ meeting in two ways: by virtual attendance, if the building and Law 284 of 2022 allow it, or by naming a representative with a written authorization. Always check your bylaws for the form required, and send the authorization before the meeting date.

Why it matters after an earthquake

Emergency meetings decide repairs, insurance claims and special assessments. Votes are counted by ownership share, so an absent owner’s share can change the result. Being absent does not exempt you from what is approved.

Option 1: Virtual or mixed meeting

Law 284 contemplates virtual and mixed meetings. Ask the administrator: is the meeting virtual or mixed, which platform, how is identity verified, and how are votes recorded. Ask for the link and the agenda in advance. See our Spanish guide on asambleas virtuales y mixtas.

Option 2: Appoint a representative (proxy)

Write a short authorization that names: the owner, the unit, the representative, the specific meeting (date and agenda), and whether the representative may vote freely or must follow your instructions. Sign it and send it to the administrator before the meeting. Whether it needs notarization or an apostille depends on the bylaws and the situation, so ask the administrator and a Panamanian lawyer. Avoid a general, open-ended power of attorney for a one-time meeting.

Before the meeting

  1. Ask for the agenda and any quotes or reports being discussed.
  2. Decide your position on each item: repairs, insurance, budget, special assessment.
  3. Confirm your fees are up to date; unpaid fees can limit your participation.
  4. Ask who will take the minutes, and request a copy afterward.

After the meeting

Ask for the minutes (acta) and the list of agreements, and keep them. If something was approved that you disagree with, ask a lawyer about the deadlines to challenge it.
